# Louisiana and Oklahoma Registration

> Why LA and OK state Do Not Call lists require proof of telemarketer registration, and how to submit it

Most state Do Not Call lists are available to any DNCScrub account. **Louisiana and
Oklahoma are different**: both states require a telemarketer to register with the state
before it may purchase and use the state list, and they hold the list provider (Sonera /
Contact Center Compliance) responsible for only supplying it to registered companies.
Scrubbing against the LA or OK list on behalf of a client that is not registered is a
violation for both you and us.

DNCScrub therefore ships every account with the LA and OK lists **blocked**: numbers in
Louisiana and Oklahoma are returned as Blocked. Our Support team enables the LA or OK list
for your account after reviewing proof of registration.

## What counts as proof

| State | Register with | Proof we accept |
| - | - | - |
| Louisiana | Louisiana Public Service Commission (LPSC), telemarketer registration | LPSC registration letter, or the LPSC confirmation email, showing the company name and registration number |
| Oklahoma | Oklahoma Attorney General, Telemarketer registration | The confirmation email the Attorney General's office sends on registration, showing the company name and registration number |

Registration must be in the name of the organization that will be calling, which is the
same organization whose FTC SAN is on the Project.

<Note>
  Approval applies to your **whole account**, not a single Project. Once the LA or OK list is
  enabled, every Project in your account is scrubbed against it and its LA or OK numbers are
  no longer returned as Blocked. Submit proof for each client whose Project will call LA or
  OK numbers, and do not call them for a client that is not registered.
</Note>

## How to submit

### Through the API

Include `StateRegistrations` when you
[create or update the Project](/api-reference/other/projects-upsert):

```json PUT /v1.5/projects/BRIGHTDENTAL theme={null}
{
  "ProjectName": "Bright Dental",
  "StateRegistrations": {
    "LA": { "Confirmation": "LPSC-2026-1234", "Notes": "LPSC letter emailed to support@dnc.com 2026-09-30" },
    "OK": { "Confirmation": "OK-AG-55512", "Notes": "AG confirmation email forwarded to support@dnc.com" }
  }
}
```

The API carries the registration number and your notes. Send the state's letter or
confirmation email itself to [support@dnc.com](mailto:support@dnc.com) with the `projectCode` in the subject; we do
not fetch documents from URLs.

### By email

Send the proof to **[support@dnc.com](mailto:support@dnc.com)** with the account and `projectCode` in the subject.

## What happens next

New or changed proof is emailed to Support for review. Withdrawing proof (`"LA": null`)
removes it from the Project. Neither changes your account's LA or OK scrubbing by itself: if
a client is no longer registered, tell Support so they can review the account's settings.

1. The Project's registration shows `"Status": "submitted"` on
   [Get Project](/api-reference/other/projects-get), or `"approved"` straight away if the
   list is already enabled for your account.
2. Support reviews the proof, normally within one business day, and enables the state list
   for your account.
3. The status changes to `"approved"`. If the proof is not accepted, Support emails the
   account's contact with what is missing and the status stays `"submitted"`.
4. Scrubs in your account now check the LA or OK list; this applies to all of the account's
   Projects.

## Scrubbing before approval

While a registration is pending, the Project can still scrub against the National DNC list
(once its SAN is validated), other state lists, litigator lists and its Internal DNC list.
Numbers in LA or OK are returned as Blocked.

<Warning>
  Do not call LA or OK numbers on behalf of an unregistered client. Registration is a
  state-law requirement independent of DNC scrubbing.
</Warning>
